Upper West Hill

The Upper West Hill neighborhood is the part of Gotham most outsiders think of when asked to talk about Gotham City. It includes Renfield Heights, a mazelike tenement complex that stretches for three blocks along Jamaica, Caribbean and Kingston Streets. The residents of Renfield Heights have a history of ambushing police, fire and EMS personnel called to the neighborhood. Because of that, it is public policy that no first responder ever enters that area without significant GCPD back up. Partially by design, though no one in City Hall would ever admit to it, the neighborhood has only one bus route Markey Street to Scott Street and only one Metro Terminal. The Stofer Street Terminal is located directly across the street from Blackgate Prison and houses a satellite police precinct.

The grim, stark grey walls of Blackgate Prison.
Garbage stacked up against the graffiti marked walls of crowded, crumbling tenement buildings.
Homeless people in cardboard shelters atop subway grates and junkies passed out in doorways.
The sound of distant gunfire.
